TRAI for orderly growth of cable TV sector

New Delhi, March 4 Stating that, “An appropriate regulatory framework to enable the orderly growth of the sector is need of the hour”, the Telecom Regulatory Authority of India (TRAI) has issued a consultation paper on restructuring of cable TV services.

According to the regulator, investment opportunities in the sector have increased, and a supportive regulatory environment will facilitate constructive growth. Taking note of the rapid development in the cable TV industry in the past two decades, “largely due to entrepreneurial skills of the cable operators,” TRAI has listed out the competition facing the industry.

Convergence spread

The cable TV industry, largely analogue, is today competing with new platforms such as DTH as well as the entry of more organised players in the distribution and cable business. Headend in the Sky and IPTV are also set to roll out faster. “With the spread of convergence it is also possible to provide telecom services like broadband and Internet telephony through cable TV networks,” says TRAI.

The consultation paper will look at the provisions for registration, information system for monitoring of cable TV industry, customer grievance redressal and quality of service amongst other issues facing the industry.

Comments have also been sought on change in the regulatory framework to take care of technological advancement, convergence, transparency in registration process of cable TV operators, and on provision of the Appellate Authority.

Any amendment suggested in the Cable Act or Cable rules for different regulatory framework for MSOs will also debated upon. Comments have been sought before April 2.
