Taxation Finance Minister likely to announce measures to improve tax clinics K.R. Srivats
New Delhi , Feb 13 THE Finance Minister, Mr P. Chidambaram, may make certain announcements in the forthcoming Budget to enhance the effectiveness of the tax clinics that have been set up for small taxpayers in 2005-06. Besides the measures for improving the functioning of the tax clinics, the progress made towards establishment of the large taxpayer units (LTUs) may also find mention in the Budget speech of the Finance Minister. Official sources said that the review of the functioning of the help centres for small taxpayers revealed that the Revenue Department requires revisiting this initiative and enhancing its effectiveness. The Revenue Secretary, Mr K.M. Chandrasekhar, has convened a meeting with apex industry associations on Wednesday to seek their views for improving the functioning of these centres. The Central Board of Excise and Customs (CBEC) had set up the tax clinics in all Central excise and Customs commissionerates with the co-operation of the local trade bodies and associations. These clinics had been set up as private-public partnership ventures as the Finance Minister had desired that they should function from premises other than the Government offices to ensure maximum effectiveness. Under the partnership arrangement, the industry associations were to provide the infrastructure and space for such help centres and the Government would provide the manuals, equipment, and officers to man them. Industry sources said that the tax clinics are currently involved in only providing guidance to the small taxpayers and do not in any manner resolve their problems or provide some form of advance ruling on any of the transactions to be carried out by the small taxpayers.
