TRAI norms soon for Do Not Call Registry

New Delhi April 24 Telecom Regulatory Authority of India (TRAI)has finalised regulations to curb telemarketing calls. A National Do Not Call (NDNC) Registry is to be established, comprising subscribers who have chosen to not receive `Unsolicited Commercial Communication.'

The regulations will be effective once some of the provisions, not in the domain of TRAI currently, are cleared by the Ministry of Communication and IT and the Reserve Bank of India.

Service providers will now have to allow their subscribers an option of not receiving telemarketing calls, and maintain a `Private Do Not Call List' consisting of phone numbers and other details of subscribers. Numbers and area codes of the list will have to be updated online by operators to a National Do Not Call Registry (NDNC). TRAI, which will bear the cost, has approached DoT to authorise the National Informatics Centre (NIC) under the Dept of Information Technology to design and maintain the National DNC Registry.

Telemarketers, categorised as Other Service Providers (OSPs), will have to register in the NDNC Registry and submit online, their calling lists. Those yet to register, are expected to do so within three months of these regulations coming into effect or face disconnection of telecom services.

Since a majority of telemarketing comes from the banking sector, TRAI has approached RBI and Indian Banks' Association (IBA) to ensure that telemarketers engaged by the banking sector have valid registration certificate issued from DoT.
