Telecommunications Telecom players seek changes in 3G auction rules Our Bureau New Delhi, Dec. 16 With just one month left for the proposed auction of 3G spectrum, telecom operators have sought further concessions from the Government. While the Cellular Operators Association of India has sought lower bid amounts in areas where there wasn’t enough spectrum to accommodate 5 players, the Association of Unified Telecom Service Providers of India has asked DoT to specify a roadmap for CDMA players. The Department of Telecom had last week said that while most of the circles will have 5 operators, some areas such as Delhi and West Bengal have radio frequencies for two or three 3G players. COAI demandCOAI said that if the slots for 3G spectrum are limited, it could significantly distort the bidding process, and consequently the market, as it could lead to unrealistic bids for the 3G spectrum. “This is bound to have a detrimental impact on the success of 3G and the achievement of India’s broadband objectives. Therefore, either all successful bidders could be asked to wait till spectrum becomes available for simultaneous allocation to all. Or such bidders who are being put on the waiting list should not be asked to match the highest bid price, but instead be allocated spectrum at their respective final bid price. This will, at least, ensure that a person who is being given a first mover advantage has paid a higher price for the prior allotment,” COAI said. Policy for CDMAAUSPI said that DoT should outline the policy for CDMA players immediately to keep the playing field level.
