Software piracy levels may go up

Mr Subu D. Subramanian, Director & Senior Vice-President - Manufacturing, Automotive Business Group, Satyam Computer Services, says on raising excise duty to 12% for packaged software: "At the outset, this seems likely to increase operational costs. Software piracy levels are also bound to go up because packaged software will now cost more. This will deter the pace of IT adoption." Clarity sought on 1. On service tax being imposed on custom software - will the tax be imposed on software development alone or in other areas employing labour? 2. Will excise duty be imposed on software developed in India and exported overseas or is it applicable even to domestic implementations? On STPI issue not addressed "It will not be an issue if STPI extensions are not provided because the SEZ policy has not been touched in the current budget. That being the case, most IT companies would move into an SEZ and vacate the STPI. - Our Bureau
