Telecommunications Marketing - Channels and Franchises BSNL WiMax project: Four cos backed by IT majors may lose A BSNL panel, which submitted a preliminary report to the board, found that the bids submitted did not technically meet the requirements Thomas K. Thomas New Delhi, April 25 Four companies backed by IT majors — including companies such as Wipro, Cisco, Aricent Technologies and GTL Ltd — may be out of the race for a project for rolling out WiMax-based broadband services on a franchisee basis on behalf of Bharat Sanchar Nigam Ltd. According to a preliminary report submitted by the BSNL’s technical committee, only six of the bidders have qualified for the project. The companies that have been disqualified include Soma Networks, Cisco-backed Terracom Ltd, Unwire India with GTL and Telsima as consortium partners, and Welcomm Communications backed by Huawei and Aricent. The committee found their bids to be technically not meeting the requirements. BSNL officials said that the report is not final and the committee valuating the bids has sought legal opinion before making a final recommendation to the Board. The final decision will be taken by the BSNL Board. Those that made itThe companies that have been short-listed include WiEpert Communications, Spectrus Communications, Digitelco Communications, Technotial Infoways and SV Telecom Systems. All these five companies have the same date of memorandum of association, date of incorporation, notary, auditor, witness and contact e-mail id. These companies are backed by Nextera Telecom and Israeli technology company Alvarion. The technical committee has taken note of the similarity of corporate details of these five companies. Apart from them, the technical committee has picked Raasi Callnet, which is backed by Telsima. BSNL had invited bids from prospective franchisee partners on a revenue-sharing basis. One company will be selected for each circle after two-stage bidding. The companies that win the contracts will use BSNL’s spectrum and infrastructure to offer WiMax-based broadband services. This project is part of BSNL’s pan-India broadband access services plan. Soma Networks is already rolling out services in three circles based on a pilot the company had initiated. In addition, BSNL has also given out contracts to Huawei, Telsima and Gemini Communications to set up WiMax network in some parts of the country.
