People Info-Tech - Telecommunications Behura is new Telecom Secy New Delhi, Dec 31 Mr Siddharth Behura, currently Special Secretary, Ministry of Environment and Forests, has been appointed Secretary in the Department of Telecommunications. Mr D. S. Mathur, the current DoT Secretary, has retired. Mr Behura belongs to the Uttar Pradesh cadre (1973 batch). He had earlier worked with the Communication Minister, Mr A. Raja, when the latter was the Minister for Environment. - Our Bureau
